Done it... i was putting the files in the theme folder and not the root folder of phpbb

it only works on the one skin though, i have an alternate skin for users that dont want the christmas skin,and wanted snow it it too, is it possible?? and do i only need the Snow folder and javascript file in the forums main directory?

Yep leave that snowstorm file where it is and just add the template edit to overall_header.html to that style.

I have just installed this mod this afternoon :)
Works a treat, only one thing, the Snow Java Script is 3 long lines of code, ( when i open it up in notepad)
i cant find which bit to change the number of flakes. ?

It sounds like you need to open and edit in a different editor, look for this line of code:

  var no = 10;
  // Configure whether snow should disappear after x seconds (0=never):

More Snow images you can add by overwriting to that directory if you want a different snow look.

just added this again on my main site and forum.. always forget to upload the snow images,but its all good now. Doesnt collect up on the bottom of the screen though this time.
