how to prevent new users from using avatar?

Hi guys
I am trying to make it so that people have to be registered for at least 30 days before they can use an avatar. is that possible?

i am not sure there is a way or a mod to restrict that for days, but there is this:

Is there not a Usergroup that Noobs can go into for 30 days or is that only on a by-post setting?

i think that is only a by-post setting, there isn't a default function in phpbb for number of days!
