I Was wondering if you could tell me how to move it to the top of the forum instead of bottum

Open index_body.html in your template (do both or others if you have them and are used)

Find (near the bottom):

<!-- INCLUDE shout_body.html -->

Then move that to the top (in a suitable area of the file)

Remember to delete the one at the bottom after.
