it might i haven't seen this mod in a long time, i know it had a lot of bugs, so it might be abandoned!

It's been a whole when the question was asked, however, there is MOD for it, "Welcome PM on first Login (WPM)" - works well with 3.0.12 and it allows you to have ACP settings.
