Forum header trouble

Hi all,
I'm having trouble modifying the header of the forums on my new site: modifying template/overall_header.html does nothing to the forum header, and it's definitely using the right template/style.
In short, what do I need to do to change the bit at the top of these forums that has the lovely black and red picture in?
