Missing Goodies?

I went searching for a tutorial on how to send email to my forum participants (dead giveaway something was wrong that I needed to do this) and found a cool Aussie tutorial on mail sending.
The problem is no such option exists in my "system" tab. All I have showing is:
Automation
Check for updates
General Tasks
Manage report/denial reasons
See attached screen cap of System Tab
Is this a normal config for modphpbb3 or is my install fubar'd?
